William R. Mills was elected to the Board in 2002. Previously, he had served on the Board from 1985 to 1987.

Mr Mills retired as general manager of Orange County Water District. He is a registered professional engineer and geologist.. He is a member of the Board of the University of California Water Resources Archives, a member of the Board of the Water Education Foundation, a fellow of the Society of Civil Engineers and a diplomat of the American Academy of Environmental Engineers.

Director Mills holds a degree in geological engineering and a Master of Science degree in Civil Engineering.
