YLWD is presided over by a five-member Board of Directors, elected at large by the registered voters within the District’s boundaries. The Board has oversight of the District and hires the General Manager to handle day-to-day operations. The Directors have the authority to set water and sewer rates, establish policy, and to approve the maintenance and construction of necessary infrastructure. The Board President also appoints Directors to represent the District on key external agencies and commissions in the region. Also, the Board hires and provides direction to legal counsel and legislative advocacy consultants regarding policies and activities related to the overall goals of the District.

BOARD VACANCY
Phil Hawkins resigned from the office of Director effective Tuesday, November 12, 2024 creating a vacancy on the YLWD Board of Directors. The remaining members of the Board intend to fill the vacancy by appointing a successor during a public meeting scheduled after December 3, 2024. Click the link above for more information.
Board Meetings
Regular Board of Directors’ meetings are held on the second and fourth Thursday of each month at 8:30 a.m. Special meetings and committee meetings are called as needed. Members of the public are invited to attend all Board and Committee meetings which are held at the District’s Administration Building located at 1717 East Miraloma Avenue in Placentia unless otherwise noted on the agenda.

Election Procedures
Elections for the office of Director are held every even-numbered year. Generally, the length of each term is 4 years.
The number of seats up for election are:
- 2 in 2024
- 3 in 2026
To qualify as a candidate you must be:
- A citizen of the United States;
- At least 18 years of age; and
- A resident and registered voter within the District’s service area.
