Residential Deposits
Deposits are required when service is initially requested via a soft credit check. The level of risk determines the deposit amount. “Green” level risk requires no deposit, “Yellow” level risk requires a deposit of $185.00, and “Red” level of risk requires a deposit of $335.00. If an account holds a poor payment history, the full deposit of $335.00 will be collected. Poor payment history is defined as 3 or more delinquent payments, 2 or more NSF/ACH rejections, a single NSF/ACH rejections on a payment made on a delinquent account, or a single shutoff within a 12 month period.

Continuous Service Agreement for Landlords
On March 24, 2011, the Yorba Linda Water District Board of Directors approved the use of a Continuous Service Agreement for multi-family property owners and property owners that lease out or rent out investment properties. This Agreement addresses the unique needs of rental property owners by automatically transferring water service back into the owner’s name once a tenant has discontinued service. This allows the property owner access to water at the property between tenants while forgoing the “New Account Setup Fee” each time a tenant moves out.
The “New Account Setup Fee” is intended to cover the District’s costs in sending out personnel to turn on or reactivate service to a particular address. These costs consist of labor and materials, including the use of a District vehicle, gasoline for an individual trip to the service address, and alteration of customer service and account billing records. While titled “New Account Setup Fee”, these costs are relevant whether the requested service is for a “new” customer, or a long-standing customer that rents or leases their property, requiring service to be turned on and off between tenants.
