Local Civil Engineer Earns Diplomate Board Certification
Mark Toy Named Board Certified Diplomate of the American Academy of Water Resources Engineers

Mark Toy, P.E., DWRE, General Manager, Yorba Linda Water District, was recently named a Board Certified Diplomate, Water Resources Engineer (D.WRE) of the American Academy of Water Resources Engineers (AAWRE), a subsidiary of the American Society of Civil Engineers (ASCE). In support of AAWRE’s mission to ‘advance the practice’ – to broaden and deepen the body of knowledge for practicing engineers, ASCE developed AAWRE’s Board Certification program to improve the practice, elevate the standards and advance the profession of water resources engineering. The D.WRE Board Certification represents strong professional ethics, commitment to lifelong learning, and continuing professional development. Since the start of AAWRE’s Diplomate, Water Resources Engineer (D.WRE) program in October 2004, nearly 750 water resources engineers worldwide have qualified for the Diplomate, Water Resources Engineer Board Certification.
Mark is leading 81 water industry professionals as the Yorba Linda Water District General Manager. He plans, manages, directs and reviews the activities and operations of the District under the direction of a 5-member Board of Directors.
Mark is a Major General (2-Star | Retired) with 35 years of experience in the U.S. Army. He commanded at all levels in the U.S. Army Corps of Engineers, including notable service as the Commanding General of the Mississippi Valley Division & President of the Mississippi River Commission, Vicksburg, MS; the Great Lakes Ohio River Division, Cincinnati, OH; and the South Pacific Division, San Francisco, CA. He earned numerous awards and decorations, including the Army Distinguished Service Medal (3x), the Combat Action Badge, and the Bronze Star.
American Academy of Water Resources Engineers (AAWRE)
AAWRE’s mission is to improve the practice, elevate the standards, and advance the profession of water resources engineering by certifying professional engineers with specialized knowledge in water resources, recognizing the ethical practice of water resources engineering at the expert level, encouraging continued professional development for engineers, and supporting positions on water resources issues important to the public health. The American Academy of Water Resources Engineers was founded by members of the ASCE’s Environmental and Water Resources Institute (EWRI) and is the first Academy of the Civil Engineering Certification, Inc. (CEC) and American Society of Civil Engineers (ASCE).
