Director Scott was appointed to the Board in December 2024.
Mr. Wayne R. Scott has devoted his entire adult life to serving his country and community. His journey began with over 29 years of service in the United States Air Force, where he retired at the rank of Colonel. Throughout his military career, he held nineteen assignments, including three tours as a commanding officer, overseeing the morale, welfare, and discipline of as many as five hundred personnel. Under his leadership, one of his units was recognized as the best large communications unit in the entire Air Force, a testament to his commitment to excellence.
Following his retirement from the Air Force, Director Scott transitioned to the civilian sector, joining the Raytheon Company as a Program Manager. His impactful contributions spanned three programs, culminating in his role as Senior Program Manager for a $260 million aircraft landing system development project for the US Navy. His adept use of Earned Value Management metrics enabled the program to consistently meet critical deadlines and remain under budget, earning him the distinguished Raytheon Program Leadership award in 2017—one of only twelve awarded company-wide that year.
After his retirement from the Air Force is when Director Scott and his wife settled in Yorba Linda, California, where they quickly became active in their community. They began their service at a local church, helping as greeters and teaching marriage classes and retreats. He also played a vital role on the church’s first Strategic Planning Team.
Driven by a desire to honor those who made the ultimate sacrifice for their country, Director Scott co-founded the Honoring Hometown Heroes program. This initiative seeks to recognize and support Gold Star families—those who have lost loved ones in military service. For the first ten years, they hosted and emceed the program at the Richard Nixon Presidential Library, and they are set to restart the program in a new venue in 2024. In this capacity, Director Scott has taken on significant responsibilities, including fundraising and program scheduling, while also serving as the event host and emcee.
In addition to this program, he helped establish the first Love Yorba Linda day of service in 2019, which has grown to over one thousand volunteers completing more than fifty community service projects by 2023. He is an active member of several veteran organizations and has hosted military-related programs at both the Richard Nixon Presidential Library and the Yorba Linda Veterans Memorial. As President of a local veteran non-profit organization, he continues to support veteran services passionately.
