NOTICE OF PUBLIC HEARING

Notice is hereby given that the Yorba Linda Water District Board of Directors will hold a public hearing at the District’s headquarters located at 1717 East Miraloma Avenue, Placentia, CA 92870, on Thursday, April 9, 2026, at 4:30 PM or soon thereafter, to consider adopting a proposed water and sewer rate schedule. If approved by the Board of Directors, the first rate adjustment would take effect on July 1, 2026, and subsequent rate adjustments would be proposed for July 1 of each subsequent year through 2031.

Any protest or legal objection provided by telephone, email, social media, or other electronic means will not be accepted as a valid written protest or objection.

A valid protest and/or legal objection must include (a) your name, (b) the address or assessor’s parcel number at which you receive service from YLWD, (c) a statement of protest and/or a statement that your letter constitutes a legal objection, (d) the rate and/or charge that you protest and/or object, and (e) your original signature. The written basis providing the evidentiary justification for the proposed rate increases can be found at www.ylwd.com/ratestudy.

PROTESTS

Any customer or property owner may (i) mail a written protest that is delivered to the District by April 9, 2026, (ii) deliver a written protest in person to the Board Secretary prior to the conclusion of the April 9th public hearing, and/or (iii) deliver a written protest in person to the Board Secretary and provide an oral protest during public comments of the public hearing prior to the conclusion of the April 9th public hearing.

LEGAL OBJECTIONS

To be considered sufficient, a written legal objection must include a description of the nature of the legal objection with sufficient specificity to allow YLWD to respond in writing and determine whether alterations to the proposed rates are needed. By way of example, an objection stating that the proposed rates are too high, or that they violate Proposition 218, without explaining the noncompliance with existing law, does not satisfy the exhaustion of remedies requirement defined in Government Code Section 53759.1. Written legal objections must be received by March 23, 2026. Pursuant to Government Code Section 53759.1, failure to submit a sufficient legal objection by March 23 will bar your right to challenge the proposed rates through a legal action or proceeding. Pursuant to Government Code Section 53759, there is a 120-day statute of limitations for any legal action or proceeding challenging any new, increased, or extended water and sewer fee, rate, or charge.
