Water Rates and Fees

On April 9, 2026, the Board of Directors adopted Resolution Nos. 2026-03 and 2026-04 adjusting water and sewer rates and charges with an effective (eff.) date of July 1, 2026.

Residential Rates and Deposits

  • Water consumption is billed per unit of centum cubic feet (ccf); one unit equals 748 gallons.
  • The minimum service charge is based on meter size.

Three components make up the YLWD water rate:

  1. Commodity Rate: The price per unit of water based on the amount of water used. Water consumption is billed per unit of centum cubic feet (CCF); one unit equals 748 gallons.
  2. Fixed Monthly Base (Meter) Charge: YLWD has fixed costs for the operations, maintenance, repair, and rehabilitation of the water system irrespective of how much water is used by the customer.
  3. Fixed Annual Capital Finance Charge: These fixed charges help fund major infrastructure projects to build, maintain, and upgrade the District’s water facilities. They cover annual principal and interest payments on existing loans or bonds and partially fund ongoing capital improvement projects. The charge varies based on the customer’s meter-size connection and is collected on the property owner’s annual property tax bill.

Private Fire Service Rates

Certain YLWD connections require a fixed monthly Fire Protection Charge that was a condition of extending or initiating water service. YLWD established charges for the monthly Fire Protection Charge based on the fire line diameter and the charges are calculated to recover the cost of providing water to such properties for private fire protection.

Deposits

Residential Deposits

Deposits are required when service is initially requested via a soft credit check. The level of risk determines the deposit amount. “Green” level risk requires no deposit, “Yellow” level risk requires a deposit of $200, and “Red” level of risk requires a deposit of $350. If an account holds a poor payment history, the full deposit of $350 will be collected. Poor payment history is defined as 3 or more delinquent payments, 2 or more NSF/ACH rejections, a single NSF/ACH rejection on a payment made on a delinquent account, or a single shutoff within a 12 month period.

Customer Service Fees

New Account Setup Fee: $50
The “New Account Setup Fee” is charged when a new tenant/owner establishes water service.

Late Payment Fee: 10% of Outstanding Charges
A Late Fee Notice will be mailed to the address on file approximately 2 days after the bill is due as a reminder that the current bill is past due. The Late Fee is assessed immediately if payment has not been received by the bill due date.

Notice of Discontinuance: $15
A Notice of Discontinuance (yellow tag) is posted on your door 37 days from the billing date (ten days after the bill due date. This serves as a 72-hour notice prior to shutoff.)

Shut-Off Due to Non-Payment: $50
Service is discontinued 44 days after the billing date. A representative is sent out to turn the service off.

Re-establish service during business hours: $50
(between 7:00 a.m. and 4:30 p.m., Monday through Friday – excluding holidays)

Re-establish service after business hours: $230
(after 4:30 p.m. and before 7:00 a.m., Monday through Friday, weekends and holidays)

Returned checks: $40

Rejected ACH: $40
